Cenipa (the Aeronautical Accident Investigation and Prevention Center) states that the Voepass aircraft that killed 62 people in 2024 should not have been allowed to take off.
The plane was traveling from Cascavel (PR) to Guarulhos Airport (SP). The report was released on Thursday (23) in Brasília.
According to Lieutenant Colonel Froes, the lead investigator on the occurrence, the aircraft had ten items on the minimum equipment list, one of which was an inoperative windshield wiper.
For the plane to fly with this malfunction, regulations required that no rain be forecast one hour before and one hour after the scheduled departure time, as well as for landing at the destination or alternate airport. However, meteorological conditions created an unfavorable environment.
"The aircraft should not have been dispatched at that time due to the windshield wiper failure," he said.
The accident occurred on August 9, 2024, when the aircraft operating flight 2283, carrying 58 passengers and four crew members, crashed in Vinhedo, in the interior of São Paulo state.
Departing from Cascavel (PR), the ATR 72-500 was preparing to land at Guarulhos, turning slightly to the right, when it suddenly changed direction and banked sharply to the left. Released data show constant warnings of ice formation, loss of speed, and system activations by the pilots in an attempt to overcome the situation.
Following the accident, Anac (the National Civil Aviation Agency) revoked, with no possibility of appeal, Voepass's operating license — not directly because of the accident, but due to the company's inability to correct shortcomings identified in previous inspections.
