China narrows the path to elite official training scheme for citizens graduating overseas
The move is a fresh blow to Chinese returnees facing a shrinking civil service intake and an eroding overseas degree premium
More than a dozen provincial-level regions, including Beijing and Shanghai, opened applications for the 2027 xuandiaosheng recruitment rounds in September and October.
Xuandiaosheng, or the “selected graduates” system, is designed to select and train university graduates to become elite cadres and officials within the party and government. Recruits must spend several years working at the grass-roots level in townships and sub-districts before moving into leading government and party roles.
