"We have approved" a measure "on the criminal liability of minors between the ages of 14 and 18. We have not lowered the age of criminal liability for minors, which remains at 14, and we have not increased penalties. The new element concerns the presumption of liability." This was stated by Justice Minister Carlo Nordio at the press conference following the Council of Ministers meeting, regarding the bill on amendments to minor criminal liability approved by the Council of Ministers. "Today, a minor's criminal liability must be positively established on a case-by-case basis because there is a sort of presumption of non-liability, meaning a presumption of lack of mental capacity. This bill on amendments to minor criminal liability approved by the Council of Ministers reverses the burden of proof." The Council of Ministers also gave the green light, as learned, to the new Competition Bill 2026. Also approved, according to sources, was the decree law to intervene following the collapse of the Bolzano courthouse.

The Council of Ministers also approved a reform of the fuel distribution network, described as a "historic turning point" by Minister for Business and Made in Italy Adolfo Urso.
Prime Minister Giorgia Meloni received Bank of Italy Governor Fabio Panetta at Palazzo Chigi. The meeting, first reported by Il Messaggero, took place before the Council of Ministers session and, as confirmed by government sources, falls within the framework of regular discussions on economic trends, as has already occurred in recent months.
