The possibility of a cut to the RAI licence fee has returned, which would however be offset by public funds yet to be identified. The proposal comes from an amendment to the RAI reform, currently under discussion in the Senate, presented by the rapporteurs (both from Forza Italia, Claudio Fazzone and Roberto Rosso). The reform has been under examination for months by the Environment Committee, which also handles telecommunications matters.
The text calls for the provision, in addition to the payment of the licence fee, of "other forms of public funding". The amendment is expected to be voted on by the committee tomorrow.
In particular, paragraph b of the amendment reads: "To ensure the adequacy, sustainability and predictability of the financial resources necessary to cover the cost of providing the service, any negative variation in the subscription fee is conditional upon the identification of other corresponding compensatory forms of public funding to be granted to the concessionary company."
