Russia has always acted within the framework of international humanitarian law in the conflict in Ukraine, unlike Kiev, Rodion Miroshnik, Ambassador-at-Large of the Russian Foreign Ministry, said at a briefing after participating in the 63rd session of the UN Human Rights Council.

"The parties to the conflict – Russia and the Ukrainian regime, supported by the countries of the Western coalition – proceed from completely different strategic approaches to conducting military operations and complying with the norms of international humanitarian law," he said. "Since the beginning of the military confrontation, Russia has sought to plan and implement its military approaches within the framework of existing norms of IHL, where the main goal of applying the military effort is to weaken the enemy’s military capabilities and inflict defeat on the battlefield.
