From the investigation, a picture emerges of "a broad and far-reaching organisational network through which a group of doctors implements strategies aimed at preventing irregular immigrants from being sent to CPR detention centres." This is written by Ravenna public prosecutor Angela Scorza, setting out the reasons why she ordered the searches, carried out yesterday, of 23 doctors, as part of an investigation into criminal association charges brought against four individuals. Among the elements highlighted is the circulation of a "draft" template, used in several hospitals, for completing forms certifying detainees as medically unfit for transfer. In the prosecutor's view, this demonstrates the existence of coordination. To justify the searches, she adds that their purpose is to "gather further evidence regarding the scope of the criminal organisation."
Among the documents in the case file are also chat messages between doctors, in which a physician working in Cesena and Forlì wrote on 12 July 2025: "We must all resist." The chat is included in the Ravenna Prosecutor's Office investigation file and is cited in the order under which the mobile squad carried out searches against 23 individuals yesterday. The accusation is that an organisational network exists with the aim of preventing the transfer of foreign nationals to CPR detention centres.
"It's a shame," the doctor wrote to a colleague, "that you're no longer here, but it's good to know that we are spread across different areas and connected, to plant seeds of change in the face of these sad injustices."
These are phrases which, in the view of prosecutor Angela Scorza, demonstrate coordination among the doctors. A network in which the use of the draft template for medical unfitness declarations was not confined to Ravenna hospital, where the investigation began, but was also employed in Rimini, Bologna, Forlì-Cesena, Ferrara, Rome, Matera, Biella, Livorno and Bari.
